Chairman

Mr. Joseph Haskins, Jr. co-founded The Harbor Bank of Maryland in 1982 and was the longest-serving CEO of a Maryland Bank. Early in his career, he completed the Management Training Program at Chemical Bank in New York (now JP Morgan Chase). Subsequently he worked in various roles of escalating responsibility at Wachovia Bank (then Midlantic National Bank), Coppin State University, and Wachovia Securities (formerly Prudential Securities).

Mr. Haskins serves on Maryland’s Cyber Security Council; chaired East Baltimore Development, Inc. (an 88-acre urban development of community housing and a Science/Biotech Park; is a board member of Baltimore Gas & Electric (an Exelon Company) and The Security Title Company. Mr. Haskins also previously served as Chairman of the Commission of Business and Economic Development for the State of Maryland and the Boards of CareFirst Blue Cross Blue Shield, Morgan State University Business School, and Associated Black Charities.

In various capacities, he has served on transition committees and commissions for five (5) Maryland Governors, three (3) Baltimore Mayors, and the Maryland Comptroller of the Treasury. His honors include Entrepreneur of the Year by Ernst & Young, Pride of Baltimore Person of the Year (2007), 2017 Inductee into the Baltimore Sun Civic Hall of Fame, and being named one of 50 most influential Marylanders.

Mr. Haskins has an M.B.A. in Finance from New York University (Stern), a Master of Liberal Arts from Johns Hopkins University, and a B.A. in Economics from Morgan State University. Mr. Haskins also holds a Banking certificate from University of Pennsylvania’s Wharton School of Business.
