Mr. Joseph Haskins, Jr. co-founded The Harbor Bank of Maryland in 1982 and is the longest-serving CEO of a Maryland Bank.
Early in his career, he completed the Management Training Program at Chemical Bank in New York (now JP Morgan Chase). Subsequently he worked in various roles of escalating responsibility at Wachovia Bank (then Midlantic National Bank), Coppin State University, and Wachovia Securities (formerly Prudential Securities).
Mr. Haskins serves on Maryland’s Cyber Security Council; chaired East Baltimore Development, Inc. (an 88-acre urban development of community housing and a Science/Biotech Park; is a board member of Baltimore Gas & Electric (an Exelon Company) and The Security Title Company. Mr. Haskins also previously served as Chairman of the Commission of Business and Economic Development for the State of Maryland and the Boards of CareFirst Blue Cross Blue Shield, Morgan State University Business School, and Associated Black Charities. In various capacities, he has served on transition committees and commissions for five (5) Maryland Governors, three (3) Baltimore Mayors, and the Maryland Comptroller of the Treasury.
His honors include Entrepreneur of the Year by Ernst & Young, Pride of Baltimore Person of the Year (2007), 2017 Inductee into the Baltimore Sun Civic Hall of Fame, and being named one of 50 most influential Marylanders.
Mr. Haskins has an M.B.A. in Finance from New York University (Stern), a Master of Liberal Arts from Johns Hopkins University, and a B.A. in Economics from Morgan State University. James H. DeGraffenreidt, Jr. is immediate past chairman of the Maryland State Board of Education and former chairman of the board and chief executive officer of WGL Holdings, Inc., the parent company of Washington Gas. He also served as chairman and CEO of Washington Gas, the natural gas utility serving over 1 million customers in the Washington metropolitan area and surrounding region.
In addition to serving on the boards of the Walters Art Museum and the Maryland Science Center, DeGraffenreidt is in his second term on the State Board of Education.
DeGraffenreidt received his Juris Doctor and Master of Business Administration from Columbia University and a Bachelor of Arts degree from Yale College. He has four children and lives in Cedarcroft with his wife, Dr. Mychelle Farmer.

As a CERTIFIED FINANCIAL PLANNER™ professional, he has in-depth knowledge of financial, tax, retirement and estate planning, employee benefits, investment management, and insurance.
Before joining Raymond James in February 2020, Jonathan held the position of first vice president of investments at Wells Fargo Advisors, where he worked for 23 years (including predecessor firms). Previously, Jonathan spent 10 years at Deloitte, an international accounting firm. Jonathan earned an MBA from the University of Miami (Florida) and a bachelor’s degree in economics from McDaniel College (formerly Western Maryland College).
Jonathan is originally from Miami Beach, Florida, and now lives in Bethesda, Maryland, with his wife, Alison, and their children, Sarah, Joshua, Caroline and Lauren. Kevin earned his Bachelor of Science Degree in Business Administration from Howard University in Washington, D.C. Having come from a rich heritage of entrepreneurs, Kevin quickly became an entrepreneur forming partnerships in a retail store, working with his dad in a cemetery business and later a small drywall subcontracting company. After a three-year partnership with that drywall contractor, Kevin started his own company and has grown it since 1990 to what has become the Commercial Group. His integrity, business acumen and philosophy of giving back to his employees and the community, has resulted in Commercial Group earning a reputation as one of the most highly sought after and respected companies in the Mid-Atlantic construction industry.

Jimmy Rhee was appointed Special Secretary of the Governor’s Office of Small, Minority & Women Business Affairs (formerly the Governor’s Office of Minority Affairs) by Governor Larry Hogan and began service to the State of Maryland in January, 2015. As a coordinating office within the Executive Branch, the Office of Small, Minority & Women Business Affairs connects the small business community to greater economic opportunities in both the public and private sectors. Special Secretary Rhee’s responsibilities include advising the governor on policy matters related to small, minority- and women-owned businesses and monitoring the state’s Small Business Reserve (SBR) and Minority Business Enterprise (MBE) procurement programs across 70 agencies.
In 2014, Mr. Rhee was a Strategic Advisor with The Livingston Group and a Partner with EIGC Holdings. From 2010 through 2014 he served as the Assistant Secretary of Commerce and Trade for the Commonwealth of Virginia where he presided over international trade and investment activities with direct nexus to job creation. In that role he facilitated Virginia’s “Year of the Entrepreneur” program (in conjunction with the White House initiative Startup America) enabling small businesses to gain access to capital, information and technology. In addition, he advocated for minority business participation on various state procurement offerings and infrastructure projects such as the I95 express. He also worked with various governor-appointed advisory boards to recognize the importance of contributions from minority communities. He was the COO/CEO of Global Technology Systems Consortium, Inc. from 2003 through 2009.
With over 20 years of entrepreneurial experience in enterprise creation, growth and change management, Mr. Rhee has an extensive record of directing turn-around situations ranging from manufacturing to software companies. He has mentored various small business entities, helping them secure capital and illuminate their competitive edge.
Active in the community, Mr. Rhee serves as a board member for various organizations including Asians in Energy, Environment and Commerce, the George Mason University Diversity Advisory Committee and the Asian Information Technology Business CEO Organization.
Mr. Rhee is a graduate of Johns Hopkins University where he earned a Master’s in Science and a Master’s in Business Administration. He earned a Bachelor’s in Science from the University of Maryland and holds a Professional Certificate in Sustainable Energy Conversion & Storage from the Stanford University Professional Development Center and an Electronic Systems Design Certificate from the U.S. Army Corps of Engineers. Originally from Texas, James Scott, Jr. graduated with honors from the University of Baltimore with a bachelor’s degree in accounting. He began his career with the U.S. Marine Corp, earning the rank of sergeant. After the Marines, he joined the large international accounting firm of Ernst & Young. In 1990 James co-founded Penan & Scott, P.C.
Today, James is a co-founder and senior principal of Penan & Scott, P.C. James advises government contractors and businesses of all sizes, including Medicaid service providers, real estate investors and general contractors on all types of tax and financial issues. He has significant experience with auditing financial statements of closely-held companies, structuring complex corporate and individual tax transactions, and negotiating financing for closely-held businesses.
James is a member of American Institute of Certified Public Accountants, Maryland Association of Certified Public Accountants, Greater Washington Society of Certified Public Accountants, Texas Society of Certified Public Accountants, and Virginia Society of Certified Public Accountants as well as a Board Director at a regional bank.
